St. Clair County approves benefit-cost study for US 411 BUILD grant; records federal safety grant and NRCS extension

The St. Clair County Commission on Jan. 13 approved a $25,000 contract with Sain & Associates to prepare a benefit-cost analysis in support of a BUILD grant application to widen a portion of U.S. Highway 411.
Candice Hill of the St. Clair Economic Development Council updated the commission on BUILD grant work and said county staff will travel to Washington, D.C., to present the application to Senator Britt's office. The commission approved the Sain & Associates proposal by unanimous vote; the analysis is intended to strengthen the county's competitive grant submission.
The commission also approved completing paperwork with the Natural Resources Conservation Service to extend the Wolf Creek Road tornado cleanup completion date to June 30, 2026.
As an informational item, the minutes record that St. Clair County has been awarded a Safe Streets and Roads for All (SS4A) grant in the amount of $504,000 (listed as $630,000 when local match is included) to develop a new action plan and undertake supplemental planning and demonstration activities. The SS4A award appears in the engineer's report as a recorded grant award; the commission did not take an additional funding action related to SS4A at this meeting.
What happens next: the benefit-cost analysis is a technical input for the BUILD application; staff and consultants will prepare the analysis and incorporate findings into the grant submission. The Wolf Creek extension sets a new project completion target for cleanup work. Staff will report back to the commission as required by project timelines.
