The Atkins City Council approved the first reading of Ordinance No. 238, which would require builders or homeowners of new residential construction to pay the cost of installing water meters. Administrator Flory told the council the change would align Atkins with common municipal practice and help the city’s budget.
"This change would be for every new home that's constructed, the homeowner, the builder would have to pay for that meter to put it in. It's about, you know, around a $350, $400 item there," Flory said. He described the ordinance as the first of three readings required for adoption.
Council held a roll-call vote after a motion and second; all five councilmembers who participated were recorded as present and the motion carried on first reading. Flory said the council will hold a second reading at the Feb. 24 meeting and the third reading at the first March meeting.
The ordinance text amends the city code provisions related to water meter costs; Flory framed the change as a way to run the water department in a "more business-like manner" and to help the budget by shifting a direct equipment cost to new construction rather than general ratepayers.
Next steps are the scheduled readings. If adopted after the required readings and any additional public notice, the ordinance would change who pays meter installation costs for newly constructed homes in Atkins.
