County updates on Alabama Power lines, BUILD grant planning and GIS upgrade

County Engineer Dan Daly updated commissioners on several infrastructure matters that overlap planning, safety and economic-development objectives.
Alabama Power is installing transmission poles along Sandy Road for a multi-million dollar project; staff reported one difficult pole location and asked the commission to consider engineering work to modify the nearby Argo-Margaret intersection so turn lanes and shoulders can be accommodated. Commissioners discussed contracting a traffic/engineering consultant to produce alternative alignments and traffic counts to support grant or right-of-way work.
Staff also reported an in-progress BUILD grant application to fund preliminary engineering along Highway 411; the application seeks roughly $5 million to phase improvements, with phase-one construction later estimated at about $25 million. The application deadline was described as next Tuesday; staff had collected letters of support and local partners provided drone footage for the submission.
Finally, the county presented a proposal to invest $32,762 in Esri professional services (on-site training and consulting) to implement linear referencing in the county GIS, better track paving history and support federal reporting and operational workflows.
Commissioners endorsed moving forward with more detailed engineering scoping for the Alabama Power/road intersection work, completing the BUILD grant submittal and reviewing the GIS purchase for procurement and budget alignment.
