Commission approves BUILD grant match, ratifies support letters and permits for US‑411 widening

The St. Clair County Commission on Feb. 10 adopted Resolution 2026‑21 to provide a local match for a federal BUILD (Better Utilizing Investments to Leverage Development) grant to develop plans to widen US Highway 411 from Park Avenue to Sanie Road.
The resolution authorizes a 10% match split between St. Clair County and the City of Moody; the county’s share was authorized up to $300,000. Commissioner Bob Mize moved to adopt the resolution and Commissioner Jeff Brown seconded; all present voted aye.
The commission also ratified prior signatures by Chairman Stanley D. Batemon on a support letter for the BUILD grant and on a formal commitment letter, and authorized execution of additional BUILD forms as part of the grant process. As part of project coordination, the commission approved a permit for Alabama Power to install new utility poles on Sanie Road that will allow at least one lane of traffic to remain open during construction.
Separately, the commission ratified a prior letter of support and partnership for an Environmental Protection Agency (EPA) Coalition Assessment Grant with the Regional Planning Commission of Greater Birmingham; that ratification was recorded at the Feb. 10 meeting.
Next steps: County staff will proceed with required grant documentation and coordination with the City of Moody and utility partners as the BUILD planning process advances.
