City administrator: sanitation transition, hiring and audit changes could save Atkins more than $100,000

City Administrator Scott Flory told the Atkins City Council on Jan. 9 that recruitment for a public works director and a wastewater superintendent has produced strong interest and that staff will involve the mayor and council in the hiring process.
Flory gave an update on a sanitation and recycling transition that begins with the first pickup under the new contract on Jan. 7. He said the city previously anticipated a $34 per-month pickup and that the new pickup will be $19 per month; Flory estimated the change will save roughly $100,000 or more annually across about 800 accounts.
On audit planning, Flory reminded the council of the Single Audit Act threshold: “if we expend more than $750,000 in federal funds in one fiscal year … we have to have the single audit done,” he said, and reported the city has about $1.2 million in federal funds tied to projects for fiscal year 2025, which could trigger additional audit testing and costs estimated to add roughly $5,000. Flory said moving from the state auditor’s office to a private firm could reduce audit costs and that the city expects net audit savings in the neighborhood of $10,000.
Flory also said he has received multiple website proposals and expects to present a recommendation at a future council meeting; the goal is a modern, transactional municipal website. He noted work on the budget and ongoing audit requests for information that have delayed budget completion but said staff are working through those items.
No formal council action was required on these informational items at the meeting.
