On the bond resolution, legal staff described a pre-levy mechanism that allows preliminary expenses and fund setup ahead of actual bond sale; the board adopted a resolution authorizing issuance of up to $22.5 million in general obligation bonds and may sell in increments (for example, $10 million at a time). The motion carried on a voice vote.
The board also approved the 2026-27 property tax levy rates after two public hearings. The overall levy rate was presented as 12.76488 per $1,000 of taxable valuation, down from earlier estimates after legislative changes. The staff distributed worksheets showing fund-by-fund breakdowns, including a 2.50-cent column tied to the GO bond.
