Atkins adopts updated employee handbook, replacing 1997 manual

The Atkins City Council approved a proposed updated employee handbook at its Nov. 25 meeting. Scott told the council the new handbook (dated November 2025) replaces the prior manual (June 16, 1997), grows the content from roughly 33 to about 56 pages, and was drafted with legal counsel and staff input.
Scott said employees reviewed the draft and suggested clarifications; the handbook includes an updated acknowledgment page that employees will sign. Councilor BJ Bell moved to approve the handbook and David Fiser seconded; the roll-call vote was unanimous.
Scott said the handbook will be printed, distributed to employees and take effect immediately upon adoption; staff will collect signed acknowledgements.
