St. Clair County Commission tables subdivision rules, approves vehicle sale and multiple contracts

Beyond that item, commissioners approved an agreement with JMwood Auction Company to sell six Mack dump trucks, with the auction company reported as guaranteeing a gross amount of $1,290,000 for the six vehicles. The commission also authorized staff to seek a consultant to study a driveway/intersection realignment at Sy Road and Argo to coordinate with Alabama Power’s line relocations.
Staff updated the commission on a BUILD grant application seeking approximately $5 million for preliminary engineering and environmental work on a stretch of U.S. 411 from Park Avenue to Sy Road; the county would be responsible for a 10% local match split across departments. Commissioners said they had discussed the project with the congressional delegation and authorized continuing efforts to pursue the grant and related study.
The commission approved a $32,762 agreement with EZRI to provide on-site training (54 hours) and remote technical assistance (up to 62 hours) to assist county GIS staff with linear referencing work, to be paid from the county’s 111 fund. Commissioners also approved sending plans for an equipment shed for the road department out to bid and authorized clearing of an Asheville-owned site on Highway 11 near Dietrich Road to assess its suitability for a possible detention center site.
Several Sheriff’s Office items were approved pending county attorney review, including a contract presented for jail training and building services (an estimated $130,000 budget amendment over the next two years), a software license listed in the record at $4,250 annually, and a cooperative subscription purchase listed in the record (amount formatting unclear in the transcript). The commission also authorized Sheriff Murray’s request to let bids for a 3D laser scanner.
Other routine items approved by voice vote included: a letter of support for a T‑Mobile Hometown Grant requested by CEO Margaret Mayori; approval of county alcohol license levies for fiscal year 2026–27 with no fee increases; payment of an HD Supply invoice noted in the record at 26,657 for cleaning supplies for the public transportation department (approved without a purchase order); surplus and disposal of a workstation and laser jet printer from the revenue office; a $1,468.99 customer agreement and permit for Alabama Power to serve 10 RV hookups at the arena (pending attorney review); a $6,000 contract for advertising on River 94.1 FM (budget amendment); travel requests; and payment of regular bills.
