Spalding County commissioners approve street-light districts, two plats and urban-proximity second reading

The Spalding County Board of Commissioners on June 25 approved a street-light district for Sun City Pod 26A and Pod 18 and the Dell Webb Parkway Street Light District, accepted two plat approvals on its consent agenda and voted to accept a second reading of an urban-proximity matter.
During the meeting the board heard a staff presentation on the lighting layout. Miss Morales reviewed the proposal, saying the applicants for Pod 26A were “asking for a total of 14 new lights out on that pod” and Pod 18 was requesting five new lights. Morales told the board that light districts are funded by the property owners in the district through an annual tax assessment and that there would be no cash outlay required from the county.
After a motion and second, commissioners voted in favor of the street-light district. The board then moved through its consent agenda and approved two plats: a lot subdivision in land-lot 9 that complies with the county minimums (three acres per lot and at least 200 feet of road frontage) and a subdivision of a 20-acre tract on Swit/Swint Road into three parcels. Staff noted one parent parcel was omitted from the displayed plat due to a law-enforcement nondisclosure.
Earlier on the agenda the board discussed an "urban proximity" item that required a second reading. Staff said the map associated with the resolution needed to be printed but confirmed the matter was properly on the agenda as a second reading. Commissioners moved, seconded and approved acceptance of the second reading.
Procedural motions and votes were recorded by raised hands; the transcript records the vote confirmations as “40” during roll calls. The meeting proceeded to executive session for closed deliberations on personnel, litigation and real-estate matters before reconvening and adjourning.
The board did not hold a public hearing on a separate zoning application after the applicant withdrew several related applications from the agenda.
