The Palm Desert City Council unanimously approved updated solid waste, recycling and organics rates for fiscal year 2026-27 on Thursday, citing contract cost pressures and state recycling mandates.
Management analyst Luis Moctezuma explained the proposed adjustments — a 4.81% increase for residential customers and a 4.76% increase for commercial customers — are needed to support collection, recycling and SB 1383 organics diversion requirements under the city's franchise agreement with Burrtec Waste and Recycling Services. Staff also asked council to authorize automatic annual adjustments through July 1, 2030 tied to a garbage/trash collection index (capped at 5% annually) and to continue billing eligible residential service charges on the Riverside County property tax roll.
The city reported 24 written protests, which does not constitute a majority protest under the law, and proceeded with the vote. Council approved the rate package 5-0. Councilmembers praised Burrtecs regular service and community responsiveness during the discussion.
