Elyria City board approves minutes, fiscal items, personnel actions and seeks 8.9-mill levy certification

The Elyria City Schools Board on June 24 approved a slate of routine business items and took two notable fiscal and personnel actions: it asked the Lorain County Auditor to certify an additional 8.9 mills for current expenses and accepted the district superintendent's retirement effective January 2027.
Early in the meeting the board approved the June 10 meeting minutes on a roll-call vote. Treasurer Colleen Aldi presented fiscal items and asked the board to approve startup cash for the 2026-27 school year: $1,200 for food service and $3,700 for athletics. "We put it in the bank and then when they come back, we give it back to them so they're not having cash in the buildings," the treasurer said when explaining the practice. The board approved the treasurer's recommended items by roll call.
The treasurer also requested two year-end transfers to close fiscal year 2026 — one to the athletics fund of about $8,500 and one to the severance fund — and moved modifications to FY2026 final appropriations for county filing and temporary appropriations for FY2027; the board approved those items as presented.
The superintendent presented interagency contracts for 2026-27 and a proposed fee for credit-recovery coursework through Sprout Therapy/St. Jude Student Services: $50 per half-credit, a change from prior practice where the district covered the full cost for students making up credits. The board approved the superintendent's recommended contracts and fee structure by roll call.
On personnel, the board approved a package of resignations, appointments and contract adjustments. The superintendent noted a severe shortage of school psychologists; the board approved the hiring of Cecilia Tokar for a school-psychologist position, supplemental-contract revisions, an unpaid leave of absence for a certified staff member, and the recall of special-education paraprofessional Samantha Wilson and of Sam Huffman to a sixth-grade science assignment at Westwood Middle.
The board also noted that the district received a financial award from the state auditor's office.
Later in the meeting the board moved and unanimously approved a resolution declaring it necessary to levy an additional 8.9 mills for current expenses and requesting that the Lorain County Auditor make the certifications required by sections 5705.03 and 5705.21 of the Revised Code. The board then voted to accept the district superintendent's retirement, effective January 2027. The meeting adjourned after the votes.
