The Greenville County Planning Commission voted June 24 to approve the preliminary plan for Cypress Gardens (PP-2026-064), a proposed 14‑lot conventional subdivision on Vaughan Road, subject to staff‑recommended conditions.
Staff described the site as part of the suburban neighborhood character area and noted the proposal’s density (about 5.05 units per acre). Conditions of approval listed in the staff packet included obtaining an approval letter from the Malden Fire Department before land‑disturbance permitting, provision of required easements and adherence to buffers and landscape requirements.
Kevin Tomlin of Freeland & Associates, speaking for the applicant, told commissioners the project was rezoned earlier as an FRD and that the final development plan was tied to the approved FRD layout. A nearby resident, Chris Bond, opposed the plan because he said Vaughn Road lacks sidewalks and shoulders and cannot safely carry more traffic; he urged attention to traffic safety for new residents and children.
Commissioners discussed whether Malden Fire had provided written comments (staff reported none were in the packet) and clarified that the subdivision roads would be private and that private‑road maintenance can present long‑term issues. After discussion Vice Chair Phillips moved to approve the preliminary plan with staff conditions; the motion passed by a show of hands (vote recorded 6–3). The decision advances as a recommendation to the Planning & Development Committee for final consideration and permitting steps.
