Union City Council approves sinkhole repairs, easements, subdivision and property purchase

At its Aug. 13 meeting the Union City Borough Council approved a series of infrastructure and land-use measures, including a contract for sinkhole repair, multiple easements, a small property purchase, a subdivision approval, and the borough’s minimum municipal obligation for 2025.
Streets Supervisor Bob Phillips reported a sinkhole affecting a 24-inch clay tile at Municipal Lot #1 and described engineer recommendations to replace the 24" clay tile in the sinkhole area, reconnect piping, replace the adjacent catch basin with a larger unit and replace roughly 10 feet of pipe. Two estimates were presented: Mansfield ($22,295) and McLallen Construction ($23,450). Council voted to award the work to Mansfield at $22,295. The minutes note the borough must provide a truck during the project.
The council approved a retroactive easement agreement with property owner Anthony Hickey at 104 East High Street to allow the borough to install a catch basin and to accept responsibility for roughly 60 feet of pipe between the borough and PennDOT basins; the owner will install a ditch and a connecting pipe between the PennDOT catch basin and the borough catch basin, and will take responsibility for the ditch.
Council approved the borough’s required pension contributions (the 2025 Minimum Municipal Obligation) as presented by the manager: $48,029 for the non-uniform pension and $0 for the police pension. The minutes record a motion to approve the 2024 MMO for non-uniform and police pensions; the motion carried unanimously.
A subdivision request combining portion of 92 West High Street into 88 and 90 West High Street was approved after Erie County Planning had already approved the survey maps. Council also approved a retroactive purchase of a small parcel from 8 South Street for $500 to allow expansion of Municipal Lot #3 for a gazebo project; the purchase is contingent on completing the survey and solicitor paperwork.
The solicitor will draft an easement with the American Legion to permit installing and maintaining a kayak/canoe launch along French Creek at the American Legion ball field; the project will be funded by the PA Fish and Boat Commission and the PA Environmental Council. The council recorded that Public Works would assist the UCVFD with demo work at 10 Market Street but would not provide the requested backhoe.
All recorded motions carried unanimously according to the minutes. The meeting adjourned at 7:06 p.m.
