Union City Borough Council voted Aug. 27 to accept a $16,679 quote from Construction Services of PA to install a canoe and kayak launch at the American Legion ball field, contingent on the borough receiving an easement from the American Legion. The motion was made by Councilor Osborn and seconded by Councilor Kerns and carried unanimously.
The EADS Group engineer reviewed two quotes: Construction Services of PA at $16,679.00 and Blum Property Services, LLC at $18,541.50. Council accepted the lower quote after the engineer’s review and set the easement as a condition before proceeding with work and payment.
Manager Cindy Wells explained the installation is tied to park and trail improvement efforts around French Creek and the Erie-to‑Pittsburgh Trail Head promotion. Council discussed the easement requirement and confirmed the borough will not authorize work until the American Legion grants the easement.
Next steps: the borough will pursue the easement from the American Legion and then authorize the contractor to schedule the work once the condition is met.
