Council tables approval of DOT detour, asks for more DOT details

The Rockwell City Council voted to table approval of a planned DOT detour Tuesday evening after receiving preliminary details from the Department of Transportation and agreeing to seek further information.

Councilors heard that a DOT representative, Mary Kelly, told the city the DOT would not donate a solar-powered digital speed sign but would sell one; the city estimated past prices were expensive. Council members also discussed whether weight restrictions could be imposed along the detour. According to the council discussion, the DOT representative advised the city it may limit oversized or overweight vehicles but cannot block semis — a constraint that would limit the utility of a broad weight limit because of school bus and commercial access needs.

Members pressed for steps to protect the local road. Councilors agreed to photograph the roadway the day before the detour begins and again when the detour ends so the city can document existing conditions and support any DOT repair estimate tied to length of detour usage. The council also noted they would confirm whether local contractors (raised specifically by council members as an access concern) would be able to use detour routes without violating restrictions.

Because the DOT replies were preliminary, the council moved to table final approval until full council could review the DOT's follow-up and any condition language. The motion to table was seconded and carried unanimously. The council instructed staff to return the item with the DOT clarifications, including any options for limiting oversized/overweight traffic and formal procedures for damage claims and compensation.
