Council members considered two contractor proposals and an insurance statement of loss during a lengthy discussion about how depreciation and deductibles affect repairs. A contractor advising the council said the city faces an roughly $8,900 deductible against an RCV in the neighborhood of $72,873 and that the insurer would pay the claim minus depreciation and the deductible. "At the end of the day, you will not pay one penny more than your deductible," the contractor said.
The contractor explained that some items the insurer listed as partial repairs could, depending on the age and condition of the underlying roof deck, require full replacement to meet manufacturer installation and state-matching rules. He also described options for flashing, matching shingles and the manufacturer's willingness to replace color-batched shingles in cases of a demonstrable defect.
Councilors weighed proceeding immediately to finish work before potential snow or waiting until spring. One member noted an $800 difference between bids and suggested that difference might be worth paying to complete work now rather than risk postponing the project until March or April. The council ultimately voted to accept the scope of work from the local contractor identified as Sibling Roofing and authorized staff to finalize color choices and sign a contract.
The council also discussed warranty terms the vendor offered for workmanship; the contractor said his company provides a 10-year labor warranty on work the company performs. Council members asked staff to coordinate with the insurer and the supplier to ensure materials can be delivered in the near term.
The council did not cite a specific funding source at the meeting; payment was discussed as being handled through the insurance proceeds less the deductible. The council approved the motion to hire the contractor without recorded roll-call vote counts.
