Baxter council adopts employee handbook, approves grants and routine business; special meeting set for investigator presentation

Baxter — The Baxter City Council on Feb. 9 adopted a series of resolutions and approved routine administrative actions, including an updated employee handbook, grant applications for parks and emergency services, and several operational items. All listed motions passed by recorded aye votes from councilmembers Bethards, Churchill, Milligan, Schabilion and Smith.
Key votes and actions included adopting a resolution approving the updated Employee Handbook and approving a contingency-plan safe-access procedure amended to require two people — including at least one council member — be present when the safe is opened. Council also authorized submission of a Land and Water Conservation Fund (LWCF) grant application for $200,000 to build a recreational trail around Geise Park Pond and approved submitting a Prairie Meadows Community Betterment Grant application to support purchase of a new ambulance cot for Baxter Emergency Medical Services.
Other actions included setting an E-911 address of 507 S East Avenue for the Dollar General development, approving the Baxter Spring Cleanup Day for June 6 with Midwest Sanitation, authorizing the City Administrator/Clerk to attend the 2026 IMMI Conference (registration, travel and lodging consistent with city policy), and tabling mayoral committee and board appointments until the next meeting.
City Administrator/Clerk Jill Braye, who told the council this was her first week as City Administrator and that Deputy City Clerk Josi Miller began onboarding and training, was authorized to attend the IMMI conference as part of an administrative motion. The council also set a special meeting for Feb. 23 for a presentation by an independent investigator with legal counsel present.
Most items were routine and passed without extended debate. The meeting minutes show unanimous recorded votes for the listed motions (Ayes: Bethards, Churchill, Milligan, Schabilion and Smith). The council adjourned at 8:14 p.m.
