The council’s chosen option (recorded as option 5) specifies no curb, gutter or sidewalk for the alternate and leaves final scope contingent on contractor bid prices. Officials said combining bid items now could yield better pricing because contractors are still scheduling work for the year and larger quantities can reduce unit costs and mobilization expenses.
The minutes list a project line item total of $151,865.73, with funds shown as: General Fund $95,409.56; Road Use Tax $1,813.44; Employee Benefit $136.62; Water Fund $15,052.99; Sewer Fund $17,741.74; Garbage Fund $16,493.63; Storm Water Fund $2,611.66. The council did not adopt a final award; staff will receive bids and the city will determine whether to proceed based on those prices.
Council member Milligan also moved to set a bid letting date of March 9, 2026, at 2:00 p.m. and to schedule a special public hearing on March 23, 2026, for the SW Avenue Phase 2 Reconstruction Project. Smith seconded; the motion carried unanimously.
Council members noted the Phase 2 contractor could win multiple components if competitive, but emphasized that award is not guaranteed and that cost is to be determined by contractor bids. The next procedural steps are receipt of bids on March 9 and the public hearing on March 23, where council will consider any public input before deciding whether to award the work.
