The Rolfe City Council voted Jan. 13 to institute proceedings to issue general obligation capital loan notes of not more than $325,000 following a public hearing on the proposed loan agreement.
The hearing drew one resident, Rich Welter, who "had several questions regarding the G.O. Bond," according to the meeting record; the council noted that the conversation will be included with the bond paperwork. With no written objections on file, the council closed the hearing and approved the resolution by roll call (Pratt, Cox, Allen, Jackson, Minkler — all ayes) on a Cox/Pratt motion.
Council members also approved a related resolution authorizing redemption of an outstanding municipal lease-purchase agreement (No. 10529, dated Dec. 5, 2023). The principal amount to be paid off under that redemption is $43,923.80; the redemption was approved Pratt/Cox with a roll-call vote recorded as Minkler, Jackson, Allen, Cox, Pratt — all ayes.
Mayor Jim Pentico presided over the hearing and closed it at 6:20 p.m. The record states that follow-up materials and the detailed bond paperwork will include the substantive conversation with the resident who spoke. The council paused its regular meeting at 6:00 p.m. to hold the hearing and reconvened afterward to take the recorded votes.
Next steps for the bond issuance were not specified in detail at the meeting other than the council having authorized instituting proceedings; staff action and official bond documents were indicated as the follow-up items in the meeting minutes.
