Rowan council schedules March 23 public hearings for FY26 budget amendment and three ordinance changes

The Rowan City Council voted on March 2 to set public hearings for a FY26 budget amendment and three ordinance amendments for March 23, 2026 at 6:30 p.m. in the Rowan Community Center.
The proposed FY26 budget amendment reflects increased revenue due to higher utility rates, insurance claim reimbursements and proceeds of debt, and increases in expenses tied to previously underbudgeted Emergency Management and Animal Control costs, unanticipated legal fees and water-repair expenses. Councilmember Mark Bruns moved to approve the amendment for hearing, seconded by Virgil Park; the motion carried unanimously.
Council also set hearings on three ordinance amendments:
- Ordinance Amendment 2026-01: adds a water debt service surcharge to utility bills until the related loan is paid. Motion to set the hearing by Mark Bruns, seconded by Chad Ketchum; approved unanimously.
- Ordinance Amendment 2026-02: increases the allowable number of chickens and removes the section that barred sale of eggs. Motion to set the hearing by Virgil Park, seconded by Heather Baumgartner; approved unanimously.
- Ordinance Amendment 2026-03: raises fines for violations of the Animal Protection and Control Ordinance (from $25 to up to $200 and higher). Motion to set the hearing by David Eriksen, seconded by Virgil Park; approved unanimously.
These hearings are for consideration and public comment; no ordinance adoptions were made at the March 2 meeting. The council also announced a separate Tax Levy public hearing for March 23 at 6:00 p.m. prior to the special meeting and hearings.
