Township declines to accept Dapp Lane as built after inspectors find multiple construction deficiencies

Township Engineer Jonathan Robinson reported multiple construction and documentation deficiencies on Dapp Lane and advised the Board the township should not accept the road in its current condition. Robinson listed items that include uninspected work, storm sewer backfill at 6 inches rather than the required 12 inches, the use of white thermoplastic PVC pipe not approved by the township or PennDOT, approximately 100 feet of slant curb defects, and the lack of original financial security that would have covered Dapp Lane improvements.
Residents and board members voiced concern about setting a precedent that would allow contractors to avoid township construction standards. Barb Martin said it was troubling when contractors do not adhere to local ordinances; Don Franklin cautioned against a precedent that would permit negotiation around required standards; and Randy Duncan suggested invasive inspections might be necessary to determine the degree of noncompliance.
Supervisor consensus favored nonacceptance of Dapp Lane until the developer corrects deficiencies and provides required financial security and documentation. The Board did not vote on formal acceptance; the discussion sets the expectation that remedial work and verification will be required before the township accepts the road.
