Rowan to pay time-of-transfer septic inspections for property sales, council approves policy

The Rowan City Council voted on Feb. 2 to pay for time-of-transfer (ToT) septic inspections on behalf of property buyers when those inspections are needed to complete a home sale.
Clerk Aimee Frohling described a recent transaction in which the mayor, the clerk and Central Waste Solutions coordinated so a sale could close without requiring the buyer to pay for the ToT inspection or place funds in escrow. She said the Wright County Sanitarian considers those septic systems private despite city ownership and maintenance of some components, which complicated the sale. To avoid repeating that burden, Councilmember Mark Bruns moved that the city pay for ToT inspections using the city’s septic contractor; Councilmember Chad Ketchum seconded the motion and the council approved it.
Frohling was directed to notify real-estate agencies and other pertinent institutions of the new practice.
