Silver Spring board advertises $16.75 million 2026 budget, OKs $3M stormwater investment and $1M grant application

The Silver Spring Township Board of Supervisors voted to advertise the draft 2026 General Budget, which totals $16,752,652, for public inspection and comment ahead of a scheduled adoption vote on Dec. 17, 2025. Township Manager Raymond Palmer presented the budget and summarized proposed projects and the township's fiscal position to date.
The budget vote followed a separate decision to move $3,000,000 from the township's Stormwater fund into a one-year PLGIT/TERM deposit yielding 3.80% APY while the township awaits guidance from the Pennsylvania Department of Environmental Protection on the next Pollution Reduction Plan cycle. Palmer said the investment decision aims to preserve fund value pending that state guidance.
The Board also ratified Resolution 2025-29 to apply to the Commonwealth Financing Authority Local Share Account for a $1,000,000 grant intended for Phase 1 of a new Public Works building. Solicitor Sean Shultz explained the resolution's purpose during the meeting.
The budget document and the manager's presentation will be posted on the township website for public review. The Board will consider final adoption at its Dec. 17 meeting after the public-comment period.
