The Baxter City Council unanimously voted Jan. 26 to hire Deputy City Clerk Jill Braye as City Administrator/Clerk effective Jan. 30, 2026. The motion, made by Councilmember Milligan and seconded by Councilmember Bethards, passed with unanimous support from Bethards, Milligan, Schabilion and Smith.
Lucas Battani administered the Oath of Office at the meeting. Earlier in the session Battani delivered an administrator report and said he "was grateful for his time in Baxter and would miss the city." The council also approved the appointment of Josi Miller as Deputy City Clerk effective Feb. 9, 2026, contingent on completion of a background check and two professional references; that motion was also moved by Milligan and seconded by Bethards and carried unanimously.
The hires came during routine council business and were recorded as formal motions and unanimous votes. No additional employment terms, salary amounts, or hiring processes beyond the stated contingencies for the deputy clerk were provided in the meeting record. The Oath of Office for Braye was administered at the meeting, indicating an immediate transition of duties on the effective date.
Next steps: Braye will assume the administrator/clerk role on Jan. 30, 2026, and the deputy clerk appointment is subject to the specified background check and reference verification to be completed before Feb. 9, 2026.
