Board approves cemetery plan, site modifications and utility closures; approves Kost Road culvert replacements

Ahmadiyya Cemetery: On a Brown/Potteiger motion the Board granted multiple waivers (including relief from Preliminary Plan submittal, certain reports, and access drive radius) and approved the preliminary/final land development plan for Ahmadiyya Cemetery Mechanicsburg, subject to Planning Commission, staff and engineer comments. John Melham (Melham Associates) said the existing driveway has functioned for 25 years and meets PennDOT minimum use criteria.
Sunrise Land Holdings: A construction modification for Sunrise Land Holdings (125 State Road) was presented by Rob Neidlinger and approved on a 4–1 vote with Supervisor Lenker opposed; the modification covered parking capacity and materials.
Hempt Road closure: Following separate consideration, the Board approved a temporary closure of Hempt Road from Feb. 1, 2026 through June 30, 2026 to allow water main installation and roundabout construction at Hempt Road and Fry Drive. The contractor indicated the water trench (first phase) should not be affected by winter weather and is expected to begin in early March.
Kost Road culverts: The Board approved a “pull and replace” approach to remove and replace both northern and southern Kost Road culverts and incorporate road widening to accommodate future traffic. The motion carried 3–2 with Supervisors Lenker and Kotzmoyer opposing. Supervisor Lenker argued the north culvert should be aligned to Township standards; other supervisors favored replacing culverts with widening to accommodate future needs.
Ending: Approvals were conditioned where noted on staff and engineer comments; projects will proceed through standard permitting and construction scheduling processes.
