The Rowan City Council unanimously voted May 4 to hire Veenstra & Kimm to prepare a preliminary engineering report (PER) for an ECWAG grant-funded project. Jason Petersburg and Violet Strayner of Veenstra & Kimm attended the meeting to describe next steps.
Meeting minutes note that Veenstra & Kimm "scored the highest on the RFQ," and councilmembers asked whether the tower mixer portion of the project could be completed before next winter. Veenstra & Kimm representatives said they would move as quickly as possible but would need to comply with USDA requirements before advancing any work that depends on federal approvals.
Councilmember Mark Bruns moved to hire Veenstra & Kimm to prepare the PER; Chad Ketchum seconded the motion, which passed unanimously.
The action directs city staff and the consultant to begin the PER process and identify any USDA submittal requirements and timelines. The PER will inform design and grant compliance; the council did not set a separate expedited schedule in the meeting but requested that the firm explore fast-track options for the tower mixer element subject to USDA approvals.
The council’s vote formalizes consultant selection; the firm’s scope, schedule and required approvals will be developed in the PER and returned to the council for further direction.
