Robins planning commission recommends rezoning of Eagle View development; resolution passes unanimously

The Robins Planning and Zoning Commission on Oct. 8, 2025, voted to approve Resolution No. 2025-13, recommending rezoning of Eagle View 1st Addition Lots 1–14 and Lot C from C-2 to PMI. The vote was unanimous among commissioners present: Tim O’Hara, Dennis Trachta, Matt Mitzel and Jay Goodin.
The decision followed a public hearing that drew several neighbors who opposed the rezoning. Kim Sleege and Andrew Sleege (Toddville Church of Christ) and Cynthia Smith spoke against changing the designation of the Eagle View lots, saying the interests of adjacent property owners should be considered. Resident Adon Cervantes urged commissioners to weigh neighboring owners’ concerns when deciding.
Developer Bryce Ricklefs said most businesses in Eagle View would conform to PMI but raised a specific concern about Lot 6, which he said has a purchase agreement for a sports practice facility. Ricklefs noted that, as written, Chapter 165 defines sports practice facilities in a way that prohibits tournaments, a restriction he and the potential purchaser view as problematic for that lot. Attorney Chris Dolan, representing the potential purchaser, echoed those concerns.
Engineer Scott responded to commissioner questions about parking and location for sports practice facilities. Scott said parking requirements are "calculated based upon the square footage of a building" and that, because no site plans for Lot 6 have been submitted, she could not specify the number of spaces that would be required. When asked where a sports practice facility could locate under Chapter 165, Scott said more information about the business and an examination of ordinance language would be required before offering a recommendation.
Josh Binneboese of Wendling Quarries clarified that quarry parcels referenced in the hearing would be rezoned to PHI; he explained a prior letter to Wendling had a typographical error listing PMI instead of PHI. Neighbor Tyson Short asked whether the quarry rezoning would permit heavier activities; that question was noted for follow-up.
Commissioner Jay Goodin moved to approve Resolution No. 2025-13; Dennis Trachta seconded. Upon roll call the motion carried with all votes aye. The record does not specify subsequent steps for the resolution beyond the commission’s recommendation.
The commission also deferred a separate agenda item on parkland dedication to its Nov. 12 meeting and then adjourned.
