The Town of Newburgh Town Council voted June 24 to adopt Resolution 2026-01, approve a park camera system for Lou Dennis Community Park and authorize payment to Chastain Excavating for a completed culvert project.
Clerk-Treasurer Nanette Angel asked the council to approve an additional appropriation to the town’s reserve to cover emergency expenses tied to a local sinkhole referenced in the meeting packet. The council read and adopted Resolution 2026-01 by voice vote. No roll-call tally was recorded on the resolution in the transcript; the motion was announced as carried.
Town Manager Christopher Cook introduced a proposal from New Vision Communications to install a backbone camera system at Lou Dennis Community Park. Cook said Park Palace had donated about $10,000 toward the project and that staff and the police department had worked with the vendor to develop a phased plan. "They've met with myself and Chief and Dr. Perry and we've kind of come up with a game plan," Cook said.
Steve Weiss of New Vision Communications identified himself and explained system routing and storage: "...in the park, we'll have an NVR there at the core. It all goes back to the police station," Weiss said, and confirmed the town would maintain local storage rather than rely on cloud retention. Council approved the New Vision quote by voice vote following brief questions about who would access live images.
On public works, the council approved a single pay application for Chastain Excavating for $32,400 for 100% completion of the Ella Bridge Road culvert installation and associated pavement patching. The town engineer had recommended payment after deeming the work satisfactorily complete. The motion passed by voice vote.
Separately, the council approved a license agreement with Indiana American Water related to an existing utility easement at the wastewater treatment plant flow equalization project. The agreement allows the town to complete future improvements and clarifies that if Indiana American Water subsequently needs to upgrade or replace facilities and damages the driveway, the town would be responsible for restoration.
Finally, Clerk-Treasurer Nanette Angel presented claims for payment: $704,433.67 for town (civil) accounts, which includes debt service, and $533,164.43 for sewer accounts. The council moved to approve all claims and any sewer adjustments; the motion carried by voice vote.
The council took these actions without extended debate; where members asked questions, staff provided operational details and timelines.
