Beaman council reviews FY2024 results, FY2025 re-estimates and FY2026 projections; sets budget schedule

The Beaman City Council held a special meeting and FY26 budget work session on Jan. 20 to review past results and frame upcoming budget steps. Mayor Ann Smith called the meeting to order at 6:07 p.m.; Council members present included Brandon Schleisman, Rhonda Rego and Barry Brockman (attending electronically); Deb Ashton arrived at 6:20 p.m. City Clerk Denise Hoy led the budget review.
Council members reviewed FY2024 revenue and expenditure totals as part of preparing FY2025 re-estimates and preliminary FY2026 projections. The session was used to identify assumptions for the next fiscal year and to surface items that may require further action or funding decisions.
Council discussed options for asbestos removal; no decision was made at the meeting. Separately, the council received a staff report that Farmers Saving Bank and GNB had declined financing for a Homes for Iowa project and that staff planned to contact MidwestOne to pursue other financing options.
The council recorded the following schedule and procedural steps for finalizing the FY2026 budget: March 3 — special meeting to finalize the budget plan and set a public hearing; March 5 — clerk to submit the proposed tax rate to the Iowa Department of Management; March 15 — county auditor to mail notices of the proposed tax rate to residents; clerk to post the public hearing notice no more than 20 and no fewer than 10 days before the April 9 hearing; April 9 — special meeting to hold the public hearing on the proposed tax rate and regular meeting to set a public hearing on adoption; April 23 — special meeting for public hearing and adoption of the FY2026 budget; and by April 30 — city clerk to certify the budget to state and county authorities.
The meeting adjourned at 8:15 p.m. The council is scheduled to reconvene on March 3 to finalize the budget plan ahead of the April public hearings.
