Beaman council advances seven ordinances on second consideration, schedules tax-rate hearing

The Beaman City Council on Monday approved second consideration of a package of ordinances addressing budget preparation, pedestrian right-of-way, sidewalk liability, adult-establishment nuisances, bond requirements and electronic meetings.

The council voted unanimously to advance Ordinance No. 169 (Operating Budget Preparation), Ordinance No. 170 (Pedestrian Right-Of-Way), Ordinance No. 171 (Sidewalk Liability), Ordinance No. 172 (Adult Establishment Nuisances), Ordinance No. 173 (Bond Requirements) and Ordinance No. 174 (Electronic Meetings) during the regular meeting on February 17, 2025. The motions were offered and seconded as recorded in the council minutes; each measure carried with five ayes.

Why it matters: Second consideration is a procedural step that moves the measures closer to final adoption; the ordinances cover administrative and liability frameworks that affect how the city prepares its budget, manages pedestrian rights of way and assigns responsibility for sidewalk conditions. The electronic meetings ordinance would codify remote meeting procedures.

Council members identified and voted on each ordinance individually. The minutes record the five council members — Schleisman, Brockman, Ashton, Rego and Scafferi — voting aye on the ordinances listed on second consideration. Council Member Rhonda Rego agreed to draft revisions to the city’s Animal Ordinance to address changes discussed during the meeting.

The council also set a public hearing on the proposed FY2026 tax rate for 6:00 p.m. on April 9, 2025. The hearing will provide residents an opportunity to comment before the council considers final action.

Next steps: the ordinances will return for any additional consideration required by city ordinance or state law; the tax-rate hearing is scheduled for April 9, 2025 at 6:00 PM.
