The Salem Township Planning Commission on Sept. 4 recommended conditional approval of a two‑lot subdivision involving property owned by Florence Jean Artman and Sarah (Sara) Starrett that lies partly in Salem Township and partly in the Municipality of Murrysville.
The commission reviewed a reinstated plan that would create a new buildable Lot 1 (4.83 acres) and a Residual Lot 2 (8.10 acres) from an existing 12.93‑acre parcel. Eugene Heald, the surveyor, and Sarah Starrett appeared for the applicants. The commission outlined required textual and plan edits and agency steps before final approval.
Required changes include renaming remaining lot labels to “Residual Lot 2,” revising the plan’s “Statement of Purpose” to accurately describe the parcel and parties, removing or amending language in the Owners’ Certificate that purports to dedicate streets and public facilities, revising a note that limits future dedication language, and clarifying private permanent easements that provide ingress and egress to State Route 66 and to the existing home on Residual Lot 2. The commission also directed removal of the label “PID” in favor of “Tax Map Parcel No.” and required that pre‑ and post‑subdivision acreages be shown clearly on the plan (Area before subdivision: 12.93 acres; Post‑Subdivision Lot 1: 4.83 acres; Residual Lot 2: 8.10 acres).
The commission said a Sewage Planning Module must be submitted for Lot 1 and that township SEO, DEP approvals and approval by the Municipality of Murrysville are required. A revision number and date must be shown on the final plan.
Commissioners Paul Holleran and Connie Mattei moved and seconded the recommendation for approval subject to the listed conditions; the motion passed unanimously among members recorded as present.
The recommended edits and external approvals must be completed before the plan is eligible for final recording or any change in lot status.
