Milo council advances park and trail projects, seeks bids and updates code to include Lions Legacy Trail

Council members reviewed several park and trail initiatives Nov. 4, directing code changes to include the Lions Legacy Trail, approving funding allocations and recording grants and RAGBRAI proceeds for City Park improvements. Bids are pending for the library addition, bandstand and park shelter work.
The Milo City Council spent a significant portion of its Nov. 4 meeting reviewing park and trail projects and related funding, directing staff to prepare code changes and obtain additional bids.
Councilmember Griggs told the council that entrance archways for the Lions Legacy Trail are being reconfigured and that he has identified 18 locations for wayfinding signs that would include QR codes and directional information. The council directed the City Clerk to amend Milo Code Chapter 47 (Park Regulations) to include the Lion’s Legacy Trail.
Council discussed multiple City Park projects: a received bid of $64,580 to attach a roofline to the existing kitchen building and update the shelter; plans to add restrooms attached to the kitchen and repurpose former restrooms for storage; and replacement of an east-side wooden play structure. The City Clerk reported grant support for park improvements, listing $10,000 from Prairie Meadows, $5,000 from a Warren County philanthropic grant, and RAGBRAI proceeds of $4,250.03 being used by Milo Hometown Pride.
Separately, the bandstand refurbish project has been awarded a $2,605 grant; the library addition and bandstand refurbishment remain awaiting contractor bids. Council re-approved previously approved brackets and banners funding not to exceed $2,597.28 to be paid from $2,040 in grant funds. Mayor Hall said the west trailhead project — including a pet waste system, hydration station, and culvert work — is awaiting Warren County approval and culvert installation before it can move forward.
Council asked Operations Director Doug Hembry to obtain bids for remaining phases of the park projects and to follow up on outstanding project timelines. The council also discussed a possible future pickleball court and tabled that item until other projects are completed.
