Milo council approves wastewater change orders, discusses riprap addition

The Milo City Council on Sept. 3 approved three change orders tied to the city’s wastewater project and authorized related contractor and engineering payments.
Hall Engineering’s Nancy Buss told the council the project is progressing but has required changes because of supply-chain issues. Council approved change order 14 to add a UV bulb sling, change order 15 to extend the contract completion date because of equipment delays, and change order 16 to replace an old, leaking air header line. Each motion carried unanimously by the three members present (Wadle, Griggs and Mason); Kinser and Rasmussen were absent.
Council also approved payment of $1,394.40 to Hall Engineering for project services and payment 15 to Blue Ribbon Builders for $78,147.95. The council acknowledged Loan Disbursement Request 12 from the State Revolving Fund.
Buss said the council asked whether riprap (large rock) around the lagoons was included in the current construction contract; it was not. She said the city had previously estimated about $115,000 for riprap during lagoon desludging and that current material costs are roughly $100,000 plus installation labor. Buss said the project is coming in under budget with about $307,000 in savings and indicated those savings could fund a change order to add the riprap. Mayor Hall and councilors discussed whether a liner (engineering fabric) would be installed beneath the rock.
The council approved the monitoring report (Report 14) for the wastewater construction monitoring and agreed to expect a later change order if they choose to add riprap to the contract. No formal vote to add the riprap was taken at the meeting.
Next steps: Buss said she will notify the mayor and council when it is closer to completion for a site tour and to coordinate any ribbon-cutting.
