Milo council approves wastewater change orders and large contractor payments as project nears completion

The Milo City Council on Oct. 7 approved several change orders and large payments tied to the city’s wastewater lagoon reconstruction as the project approaches its planned Nov. 1 final completion date.
Nancy Buss of Hall Engineering presented the monthly construction monitoring report and recommended postponing startup and training for the UV disinfection system until March 2025. Buss also reported a leak in Cell 3 that requires remediation and said the MBBR portion must be operating by winter to meet Iowa DNR requirements.
Council voted to approve change order 17 to replace riprap at all three lagoon cells and change order 18 to remediate the Cell 3 leak in the amount of $9,688.00. The council approved the contract payment to Hall Engineering for $4,395.26 and contract payment 16 to Blue Ribbon Builders for $354,392.21. The council also approved a State Revolving Fund loan disbursement request 14 in the amount of $359,392.21. All motions passed with Councilmembers Kinser, Wadle, Griggs and Mason voting aye; Councilmember Rasmussen was absent.
The council’s votes codify commitments the city will report to lenders and regulators as the project closes out. Buss told the council the project remains on schedule to meet the Nov. 1 final completion date, while the UV system startup will be delayed until March 2025 to allow for seasonal considerations and training.
Next steps identified in council action include executing the approved change orders, processing the approved payments and disbursement request, and completing the remaining punch-list and startup tasks ahead of winter operations.
