Ruthven council closes CDBG status hearing and approves pay application for new water treatment plant

The Ruthven City Council on May 14 closed a federal Community Development Block Grant (CDBG) status hearing for a new water treatment plant and approved Pay Application No. 7 for the project.
Mayor Dustin Johnson opened the hearing at 6:31 p.m., saying the session met the citizen-participation requirements under Section 508 of the Housing and Community Development Act of 1987 and noting the city received $600,000 in CDBG funds from the Iowa Economic Development Authority for the project at 1202 Rolling Street. No objectors appeared, and the hearing was closed at 6:36 p.m.
The council was presented with the engineer's progress report. Completed work included foundations, placement of the iron and manganese filter and detention tank, a completed pad and sanitary outlet pit, exterior CMU walls and roof trusses with shingles; roughly 75% of site utilities were reported installed and most materials were on site. Remaining tasks listed by the engineer included process piping and interior walls, installation of doors and chemical feed equipment, siding, electrical and HVAC equipment, control integration, and startup and commissioning.
Financial details presented to the council showed that as of the pay application No. 6 period ending March 20, 2025 the City had expended $219,605 in Federal CDBG funds (of which $11,129 went to the Northwest Iowa Planning & Development Commission for CDBG administration and $208,395 to Woodruff Construction) and $649,435.10 in local-match funds drawn from IFA/IDNR SRF loan sources. The most recent pay application (No. 7, period ending April 20, 2025) indicates the project is 48% complete, including stored materials; remaining CDBG funds were reported as $280,395 and any additional local match will come from SRF loan monies. Council minutes note the original construction contract was awarded to Woodruff Construction Inc., Spencer, Iowa, for $1,897,300 and that the CDBG contract budget was amended Dec. 11, 2024 to increase the local-match portion by $73,262.73.
Following the hearing, Councilmember Morgan Miller made a motion to approve Pay Application No. 7; Councilmember Hailey Derrickson seconded. The motion passed with Miller, Derrickson and Councilmember Maya Cacek (on the phone) voting aye; two councilmembers were absent.
The project will continue through remaining construction phases including equipment installation, control integration and commissioning before final closeout and final payments.
