Ruthven council adopts property conveyance, OKs water-plant pay application and demolition grant; approves monthly bingo with alcohol

The Ruthven City Council on Aug. 13 adopted Resolution No. 22-2025 to convey city property and approved a set of routine and programmatic items, including Pay Application No. 10 for the water treatment plant, a demolition grant for 1606 Ruthven Street and permission for monthly Bingo events with alcohol at the Ruthven Social Center. The meeting was called to order by Mayor Dustin Johnson at 6:30 p.m. and adjourned at 6:45 p.m.
Councilmember Maya Cacek moved to approve the consent agenda—the July 23 minutes, the claims report and the clerk’s financials—with a second from Terrence Williams; the motion passed with ayes from Williams, Mitch Anderson and Cacek. Later, after a public hearing in which no objections were filed with the clerk, the council approved conveyance of city property by passing Resolution No. 22-2025 (motion by Terrence Williams; second by Maya Cacek). The council recorded ayes from Williams, Anderson and Cacek; Morgan Miller and Hailey Derrickson were absent.
The council then approved Pay Application No. 10 for the water treatment plant following a motion by Cacek and second from Williams. Councilmembers also approved a demolition grant for 1606 Ruthven Street (motion by Cacek; second by Anderson). Jay Schoning, representing the Economic Development Board, requested permission to use the Ruthven Social Center once a month for Bingo and to allow alcohol at those events; the council approved that request after a motion from Cacek and a second from Anderson.
No roll-call dissent was recorded in the transcript for any of the items—the votes on each motion were reported as ayes from Williams, Anderson and Cacek, with Miller and Derrickson absent. The council adjourned at 6:45 p.m.
