Sac City Council approves employee raises, sets bond hearing and utility fees; 3–2 split on community grants

Mayor Scott Bundt presided over the 5:00 p.m. meeting at Sac City Municipal Building. Councilmembers approved Resolution No. 2026-22, authorizing annual salary increases for employees covered under the city’s personnel agreement for fiscal years 2027–2029; the motion carried with Councilmember Teresa Bruening recorded as abstaining. The council also adopted Resolution No. 2026-23 to set a public hearing on a proposal to enter into a general obligation corporate purpose and refunding loan agreement and to borrow money thereunder.
Council approved Resolution No. 2026-24, establishing utility occupation fees. The council introduced and approved Resolution No. 2026-20 authorizing the City Administrator to invest funds from the long-term Fire Department capital fund in a certificate of deposit.
On funding for community organizations, the council approved Resolution No. 2026-21 by a 3–2 vote (Ayes: Larry Mahler, Teresa Bruening, Tom Lownik; Nays: Bob Murley, Kayla Shull). The council record shows a brief debate before the vote but no amendment was recorded.
