Staff presented four bids: VW Services ($18,500), West Urbana Lawn Care ($34,000), Kennard Outdoor Services ($20,000) and CJ's ($32,000). Council members asked whether storm cleanup and tree work were included; several bidders confirmed storm cleanup was included in their proposals. Derek Kennard introduced himself to the council, described roughly 18 years of cemetery experience, and said his crew operates John Deere mowers and a team of four workers.
After members asked about equipment and scope, a councilor moved to award the contract to Kennard and the motion was seconded and approved by roll call.
Kennard said the work is a priority and that he has staff and equipment to handle mowing and grave maintenance. The council did not attach additional conditions beyond the bid specifications. The city's clerk and procurement staff will prepare the contract award documentation and notify the other bidders.
Next steps: city staff will finalize the contract with Kennard Outdoor Services and confirm start date and insurance/warranty paperwork.
