Missouri Valley council reviews pool repair bids, filtration contract and Rand Center mitigation estimates

Pool repairs: City staff presented a Thrasher proposal that included joint repair, crack repair and selective mud jacking. The full recommended scope was $43,003.40; staff noted an emergent, smaller package that addresses trip hazards and lifts problem slabs was priced at about $12,677. “The total price is $43,003.40,” the City Administrator said when describing the recommended scope, and she later noted that omitting the stabilizing exterior work reduced the immediate cost to about $12,677.
Filtration contract: The contractor who provides monthly filtration checks and chemicals raised the service price from about $7,200 to $10,000 for the coming year; staff attributed the one-year increase to higher chemical use resulting from a pool leak last season. The council was told the contractor will revisit pricing after the leak is resolved.
RAND Center / City Hall mitigation: Council reviewed asbestos and bat-guano mitigation estimates for the RAND Center building. Staff said mitigation-only costs were around $70,000 for the third floor, about $6–7k for the council floor and roughly $17k for the basement; in aggregate, staff estimated mitigation-only work would be more than $90,000 and that reconstruction costs would be additional. Council members discussed whether to move operations into the RAND Center or to mitigate the existing site first; several members emphasized health concerns and accessibility as considerations in any decision.
Decisions and next steps: Council agreed to obtain or confirm additional bids for pool work, consider a limited-scope emergent repair now and defer full-scale work until the council can review additional quotes. Staff will return with bids and clearer cost breakdowns; no binding contract award or budget appropriation was approved during the workshop.
