Sabula staff: rip-rap off the table; levee repair will need more sand and may take longer

Council members discussed trade-offs between cost and schedule; no formal vote was recorded on design or procurement at the Sept. 3 meeting. The city will need to reconcile the added material need with available funds or accept a longer timeline if it uses Corps-provided sand.
