Sabula council passes consent agenda, denies special fence permit and approves building permit, equipment upgrade

At its July 23 meeting the Sabula City Council approved the consent agenda (including Resolution #1337), denied a special fence permit for 316 River Street, approved a special building permit for 816 Elk Street and approved a Godwin equipment upgrade; a request to add a staff member’s boat to city insurance was approved pending insurer/legal review.
The Sabula City Council on July 23 handled routine business including passage of the consent agenda, a denial of a special fence permit, approval of a special building permit, and authorization of an equipment upgrade.
By motion, the council approved the consent agenda (minutes for June 25, claims for July, and the June financial/expenditure report) and placed Resolution #1337 (Jackson County Hazard Mitigation Plan) on file. The minutes record the consent motion carried with "all ayes."
Council denied a special fence permit request from Doug Horst of 316 River Street; council members said the owner may have only a 4-foot fence and must comply with the ordinance. The vote to deny was recorded as unanimous.
The council approved a special building permit for Barry Huebner at 816 Elk Street and approved the Godwin CD150 FST Unit upgrade. Both motions carried unanimously.
Council also moved to allow city staff member Travis Woodhurst to add his boat to the city insurance during flood response and to grant him a free ramp pass; the minutes state the approval is subject to the insurance company’s review and possible consultation with the legal department. Mike at Bob Ernst will advise City Clerk Lynn Parker on required next steps.
In other business, Police Chief Nixon reported June activity totals (166 total police-involved events) and provided property-abatement updates: a previously abated property at 210 Bank/516 Pearl has returned to prior condition and received a new abatement letter with 15 days to comply and notice of a $1,000 fine per property; a notice was sent about unregistered vehicles at 1005 Elk; and Joe Robertson received a letter (deadline June 11, 2024) to remove blocks and remediate the yard; Robertson had not responded by the time of the meeting.
The council adjourned at 7:19 P.M.
