Planning commission moves multiple items on consent, defers several and recognizes council support for VA clinic

The Metropolitan Planning Commission approved a consent agenda that bundled and passed a series of zoning, site-plan and plat items, while staff announced deferrals or a withdrawal for several cases to the July 23 meeting.
Staff read the captions and recommendations for items placed on consent, including multiple rezonings, special permits, final plats and the West Nashville Community Plan amendment. Items moved on consent included: BL2026-1448 (data center/aerodrome reference in the caption), East Bank DRC substitute (item 4), the US Department of Veterans Affairs site plan at American Baptist College (item 5) and a range of plats and SP rezonings. Commissioners noted Commissioner Marshall needed to abstain on item five.
Several items were recommended for deferral to July 23 (items 6, 8, 9, 15, 16, 17, 21, 24 and 25) and one item (11) was recommended for withdrawal. The chair confirmed the consent list and commissioners moved and approved the consent agenda with the added staff condition to modify the East Bank DRC seat language per staff recommendations.
Councilmember Cooper described agenda item two, a short-term moratorium on certain data-center approvals, as an "insurance policy" complementary to the main zoning text amendment and said a legal opinion confirmed the moratorium would be short-term (no longer than 90 days or until BL 2026-1391 passes) and would not apply to existing operational data centers. Councilman Kubin and Council Ed Mundy discussed refinements to the East Bank DRC seats, including removing an East Bank Residents Association seat that does not currently exist and narrowing a seat drawn from the Urban Zoning Overlay to the East Nashville Community Plan footprint.
Councilwoman Lee spoke in favor of item five, the VA clinic proposed on the campus of American Baptist College, calling it a source of steady revenue for the historically Black college and a way to return health-care services to the neighborhood.
After discussion, commissioners approved the consent agenda items grouped for a single vote and moved the pulled item (the data-center text amendment) for separate consideration by the commission.
