City will take on RAND Center event coordination; council approves new access‑control system

Residents raised concerns about evening staffing, cleaning and on‑call responsibilities; councilors said transition training will be arranged and noted refundable deposits and rental rules may be adjusted if nighttime rentals prove burdensome. Staff was asked to coordinate the training period with the RAND Center board and to provide clearer guidance on evening response expectations.
