The Missouri Valley City Council voted to reject the previously received Wallview Road drainage bid after engineers and staff reported that final easements required for accessing the bottom of the ravine were not in hand, making the original sheet‑pile design infeasible.
Able Engineering explained that the current design depends on access from the bottom of the hill to install sheet piling and tiebacks; without easements, the city would have to rework the design to construct from the top, which is more difficult, risks higher costs and may produce a less durable fix. The presenter said the bid was originally issued in October and contractors' bid guarantees were expiring; he recommended rejecting the bid to avoid awarding a contract the city cannot lawfully and practically complete.
Council members discussed options: reject and rebid after securing easements (risking higher bids and missing a tree‑clearing window tied to an April 1 restriction), seek a temporary easement to allow limited work and maintenance access, or commission a redesigned, lower‑impact fix that keeps all work within properties where the city already has rights. After debate, a council member moved to reject the existing bid; the motion carried unanimously. Members then directed staff and the engineer to continue trying to reach the affected property owner, to pursue a temporary easement if feasible, to prepare a bid/design for a smaller 'band‑aid' solution, and to solicit a separate contract for tree removal before April 1 if the property owner allows it.
The council recorded its vote to reject the bid and agreed on next steps to preserve the road and water main while minimizing risk to the city’s finances.
