Council approves engineering agreement for 4th and 7th Street water and street improvements

The Missouri Valley City Council authorized an engineering services agreement to formalize design and engineering work for the 4th and 7th Street water and street improvement projects, following a notification of CDBG (Community Development Block Grant) funding that changes the project’s procurement and environmental review timeline.

Able Engineering told the council the city successfully secured federal CDBG funds to cover a large portion of the work but that the award requires SWIPCO and IDDA to complete environmental and historical‑preservation reviews before the city can advertise and bid the project. "We have everything ready to go," the presenter said, "we're just waiting for their clearances." The presenter also noted that some engineering costs had already been billed and that the agreement on the agenda formalizes those professional services for the grant paperwork.

Council members asked about schedule impacts and whether work could still be completed this year. The presenter said best‑case bidding would not happen before April, and contractors indicated a likely completion date in mid‑October if the contract is awarded and crews run both water main and street work concurrently.

After discussion, a council member moved to approve the agreement between the City of Missouri Valley and Eagle/Able Engineering for professional services on the 4th and 7th Street water and street improvement projects. The motion was seconded and passed on a recorded voice vote; the council then authorized the mayor and city clerk to execute the agreement.

The approval formalizes engineering responsibilities so the city can complete federal paperwork required by the CDBG award and proceed to bid when state and federal clearances are complete.
