The Sac City Council on March 24 approved a broad consent agenda and several personnel and licensing items, and closed a public hearing on the proposed FY2026–27 property tax levy.
Council member Teresa Bruening moved to approve the consent agenda — which included approval of the agenda, the March 10 minutes, the Gas Operating & Maintenance Plan and Emergency Plan & Procedure, renewal of Casey’s Marketing Company dba Casey’s #1331 Class E retail alcohol license, financial reports, receipts and disbursements, and the claims list. The claims list totaled $21,758.03 and was allocated among municipal funds (General Fund $5,079.86; Fire Department Fund $196.54; Road Use Tax Fund $295.30; Water Utility Fund $406.63; Sewer Utility Fund $241.34; Gas Utility Fund $8,231.93; Garbage Utility Fund $7,044.83; Storm Sewer Utility $261.60). The consent agenda motion was seconded by Larry Mahler and passed on a recorded roll call.
Council then approved a single bid for cemetery maintenance: Curtis Bloes’ two-year proposal at $29,000 per year. The motion to accept the bid was made by Teresa Bruening and seconded by Tom Lownik and passed unanimously. The council also appointed Hannah Lewis to the Art Council (motion by Bruening, second by Kayla Shull), and approved a Commercial Solid Waste Collector License application for Carroll Refuse Service contingent on the city being added to the insured list (motion by Bruening, second by Mahler).
Sac County Public Health’s request to close portions of South State and Tourgee Streets on May 7 from 4–7 p.m. for Safety Day was approved with a motion from Bruening and a second from Shull. The council hired Seth Donelson as a seasonal laborer at $15.00 per hour on a motion from Tom Lownik, seconded by Bruening. The minutes record that Committee and department head reports were given but do not list presenters or details.
During a public hearing on the FY2026–27 property tax levy the City Administrator reviewed proposed budget items that produced the levy amount; no members of the public spoke. Bob Murley, who had called in earlier in the meeting, left before the public hearing was closed. Teresa Bruening moved to close the hearing and Larry Mahler seconded; the motion carried and the hearing was closed. The council held a brief forum and adjourned at 6:16 p.m. on a motion from Larry Mahler seconded by Kayla Shull.
