Council tables fire‑station pay items, members press for complete punch list

At the council meeting, Brandon, who identified himself during public comment, said he had done walkthroughs with the fire captain and project manager and “noticed that there was some cracks and some where you can see daylight through the building,” listing missed caulking, exposed conduit and other deficiencies he worried would require repeated repairs. “We’re pretty well tapped out on it,” he said, asking that the city do a thorough final walkthrough before paying the contractor in full.
Chair (speaker 1) replied that “those are all punch list items and they will be addressed before we pay them in full,” and noted the city would be asked to sign a certificate of substantial completion even though not all work is finished. Council members debated signing that certificate immediately; staff said a USDA reviewer had marked the project substantially complete on Jan. 9 and that signing would trigger release of grant funds, but several members said they were not comfortable signing while punch-list items remain.
Separately, the council discussed pay application No. 18, a pay request to Roddy General Contractor for $7,324.01; staff explained the project is being held for retainage (discussed in the meeting at roughly $101,000) to ensure completion of the punch list. On motions before the council, members moved to table the gear-dryer installation and table signing the certificate of substantial completion; both actions were approved by roll call.
The council did not authorize release of the withheld retainage at the meeting. The next steps are for staff and council members to re-inspect the punch-list items and for staff to report back; council members asked staff to attempt one more outreach to property owners connected to access/easement issues and to provide an updated status at the next meeting.
