City awards Longview Road drainage contract after close bids; pre-construction to follow

The Missouri Valley City Council opened sealed bids for Longview Road drainage improvements and later awarded the contract to the low bidder after staff review, the city engineer told the council.

At the bid opening, staff announced competing unit-price bids ranging from roughly $614,000 to $1.2 million; the apparent low bidders were local contractors within a few thousand dollars of each other. "There are two there that are low that are within a couple thousand dollars," the city engineer said during the bid review, noting the two low bids had been low on a prior project as well.

Councilors emphasized the need to confirm bid bonds, vendor qualifications and that no clerical bid errors exist before final award. The engineer recommended awarding to the low bidder but said the award should be contingent on confirmation: "I would recommend awarding to the low bidder at this point, contingent upon him confirming his bid," the engineer said.

The council moved and seconded an award motion, completed a roll-call vote and approved the contract. Staff said contracts and bond paperwork will be finalized this week and a pre-construction meeting scheduled with the contractor and affected landowners; work is expected to begin after bonding and coordination and a staff member estimated construction could start in roughly a month once contracts are in place.
