Monticello Community School District board approves health insurance switch, SRO 28E agreement and personnel items; hears levy options

The Monticello Community School District Board of Education unanimously approved switching the district’s employee health insurance to Wellmark, a 28E agreement with the City of Monticello for the School Resource Officer (SRO) program for 2025–26, and multiple personnel items at a special meeting on April 9, 2025. The board met in the High School board room and then adjourned to an exempt session.
Board President Craig Stadtmueller called the meeting to order at 6:01 p.m. and Board Secretary Judy Hayen performed roll call; directors John Schlarmann, Rieken, Amsler, Stadtmueller and Norton were present. Superintendent Brian Jaeger and several district staff were also in attendance.
Motion by Director Norton, seconded by Director Schlarmann, to approve switching the district health insurance to Wellmark passed on a roll-call vote with Schlarmann, Rieken, Amsler, Stadtmueller and Norton voting aye and no votes recorded against the motion. Later in the meeting, Agenda Item 2.02 — a request to approve unpaid days in excess of 20 for a staff member — "died for a lack of a motion," and no formal action was taken on that request.
The board approved a 28E Agreement with the City of Monticello to continue the School Resource Officer program for the 2025–2026 school year after a motion by Director Schlarmann, seconded by Director Amsler. The motion passed unanimously. The board also voted to approve personnel items as presented on a motion by Schlarmann and seconded by Amsler.
Business Manager Marcy Gillmore presented options for property tax levy rates for fiscal year 2026 and told the board that rates and the budget will be set at the April 28 Board meeting. Gillmore said, "due to the state not setting the State Supplemental Aid (SSA), we will have to publish the budget high again for the second required public hearing," signaling continuing uncertainty in state aid figures that affect the district’s tax-rate calculations.
There being no further business, Director Amsler moved, seconded by Director Schlarmann, to adjourn the meeting at 6:21 p.m. and move into exempt session; the motion carried unanimously. The board is scheduled to finalize levy rates and adopt the budget at its April 28 meeting.
