Bernalillo approves MRCOG fiscal-agent agreement to spend $50,000 on Coronado Little League improvements

The Town of Bernalillo approved a memorandum of understanding with the Mid-Region Council of Governments (MRCOG) on Sept. 24, 2018 to accept a $50,000 legislative appropriation (Project #18-C2558) for Coronado Little League improvements. Andy Edmondson, public works director, said the appropriation was intended to purchase and equip a commercial kitchen and portable classroom and to plan, design and equip field improvements including infield leveling, batting cages, dugouts and shade structures.
Edmondson said MRCOG will act as fiscal agent so the town can receive the appropriation and will provide procurement oversight and contract administration. The MOU specifies that MRCOG will charge the town direct labor costs for oversight (not to be paid from the legislative appropriation); Edmondson said MRCOG will serve as fiscal agent and oversee procurement. The council approved the MOU by motion; Councilor Prairie moved and Councilor Sisneros seconded, and the vote was unanimous.
The MOU (Attachment B) references Legislative Appropriation #18-C2558 and sets a term through the appropriation reversion date (June 30, 2022) unless otherwise amended. It requires MRCOG to safeguard funds, participate in procurement under the NM Procurement Code, and return unused administrative deposits if consultant review costs are lower than the deposit.
